Overview

RTOs have numerous obligations post-registration, such as annual declarations, AVETMISS reporting, and marketing compliance. Among these tasks, assessment validation is notably challenging. While we've discussed validation in many posts, let's return to the basics. ASQA (Australian Skills Quality Authority) defines assessment review as quality assurance of the evaluation process.

At its core, assessment review is about identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The regulations specify two types of validation. The primary type of validation of assessments ensures compliance with the requirements of the training package within your RTO's scope. The subsequent validation verifies that assessments are conducted according to the principles of assessment and rules of evidence. This suggests that we perform validation both before and after the assessment. This article will concentrate on the first type—assessment tool validation.

Differentiating Assessment Validation Types

- Assessment Tool Validation: Also known as pre-assessment validation or verification, pertains to the initial part of the regulation, focusing on ensuring all unit requirements are met.
- Post-Assessment Validation: Relates to the execution, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

How to Conduct Assessment Tool Validation

The purpose of validating assessment tools is to ensure that all components, criteria for performance, and performance and knowledge evidence are included by your evaluation tools. Therefore, whenever you get new educational resources, you must conduct assessment tool validation prior to student use. There's no need to wait for your next five-year validation cycle. Review new tools immediately to ensure they are fit for student use.

- Mapping Tool: The first document to review. It identifies which evaluation items meet course unit requirements, helping with faster validation.

- Marking Guide: Also check if instructions for evaluators are sufficient and if clear criteria for each evaluation item are provided. Clear criteria are crucial for reliable assessment outcomes.

Validation Panel

- Vocational Competencies and Up-to-date Industry Skills relevant to the validated unit.

Principles of Assessment

- Equity: Is the assessment process fair and equitable for all candidates?
- Flexibility: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Accuracy: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Consistency: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Relevance: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Adequacy: Does the evidence adequately demonstrate the required skills and knowledge?
- Genuineness: Does the evidence confirm the originality of the candidate's work?
- Currency: Are the assessment tools based on current units of competency and up-to-date industry practices?

Specific Considerations for Assessment Validation

Pay attention to the action words in the unit requirements and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance criteria asks students to:

- Change nappies
- Prepare bottles, bottle feed babies and clean equipment
- Feed babies with solid food
- React suitably to baby signals and cues
- Prepare and settle babies for sleep
- Observe and promote suitable physical activities and motor skills for babies

Typical Mistakes

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit requirement is meant to evaluate underlying knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Mind the Plurals!

Pay attention to the numbers. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

All or Nothing Competence

Pay attention to itemized requirements. As mentioned earlier, if students perform only half the tasks listed, it’s not compliant. Each evaluation task must cover all requirements, or the student is not competent, and the assessment method is out of compliance.

Can You Be More Specific?

Each assessment task must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or assessors.

Steering clear of double-barrelled questions makes it easier for students to respond and for assessors to accurately assess student competence.

Assurance During Audits
